Director, Finance and Operations
The role of the Director, Finance and Operations is critical to the success of Blue Shield of California Foundation (BSCF) in realizing its mission. As a strategic resource charged with ensuring the effectiveness of BSCF, this position is responsible for overseeing day-to-day and long-term operations to ensure that financial and operations systems and processes are efficient in their functioning.
Reporting directly to the Chief Program Director, the Director, Finance and Operations is responsible for engaging with colleagues, the President, and the Board of Trustees to create the systems that effectively manage the Foundation’s annual $30 million operating budget and investment accounts.
Key Responsibilities
•Finance and Strategy: Responsible for accurate and timely accounting and financial reporting for BSCF, as well as establishing and maintaining a strong system of internal controls. Responsible for the overall strategy, design, and management of BSCF’s operating and investment accounts. Establish operational objectives, and oversee short and long-range forecasts related to both BSCF spending and investment performance. Oversee BSCF’s financial tracking, budget development, budget reforecasting and tracking, tax returns, annual audit, accounts payable, contracting, and other financial duties as assigned.
•Compliance and Oversight: Ensure compliance with all state and IRS rules and regulations governing nonprofits and private foundations. Oversee all legal requirements for BSCF, including conflict of interest policies, contracts (both vendor and grantee), internal document maintenance, and trustee governance issues.
•Process Leadership: Lead the overall design and management of standard approaches for BSCF work, ensuring consistency and continued alignment with BSCF strategy across all teams. Drive efficiency throughout the organization, identifying and executing opportunities to reduce cost and improve organizational performance.
•Board Liaison: Manage development of official Board documents and materials, ensuring quality and accuracy of all staff documents for Board consideration, and consistent alignment between Board resolutions and staff practices. Coordinate development of quarterly Board meeting goals and agendas.
•Operations: Oversee efficient office operations and systems, including those related to BSCF grantmaking, staffing, contracting, facilities and office management. Oversee and maintain all BSCF software, including financial accounting, payables, contacts, and grants management systems. Ensure coordination and harmonization of BSCF administrative policies and procedures with those of Blue Shield.
•Leadership: Lead cross-functional Operations Team, to include agenda-setting, facilitation, performance standard development, and identification of knowledge sharing techniques to ensure staff proficiency with all BSCF processes and systems. Support organizational planning efforts on behalf of BSCF, including efforts to ensure alignment between BSCF goals and financial structures, growth planning, and space and staffing strategies.
•Management: Supervise Grants Administrator, Office Coordinator, Finance and Grants Assistant, and consultants as needed, setting clear expectations, sharing information about BSCF, its priorities and objectives, and providing opportunities for professional growth as appropriate.
•Stakeholder Liaison: Develop and maintain productive relationships with key players within Blue Shield, including legal, HR, facilities, finance, accounting, treasury, and community affairs.
•Internal Teamwork: Work collaboratively with BSCF staff on strategic issues. Contribute to the development of a supportive and collaborative work environment through active participation in internal projects, teams and activities. Serve as an active member and contributor to the Foundation’s Program/Grantmaking and Leadership Teams.
Qualifications
•Master’s degree preferred; bachelors required, with a preference for a degree in management, finance or a related area.
•Seven to 10 years of related experience, with a minimum of three years of relevant experience in foundations, demonstrating expert skills in the areas of finance, foundation operations, process design and office administration
•Significant budget development and oversight experience.
•A solid working knowledge of various software packages for finance and grants management.
•An energetic, entrepreneurial nature complemented by strategic thinking – being able to develop solutions and assess the implications.
•Strong operational experience and skill in organizing information quickly and easily.
•Ability to represent BSCF in diverse forums and maintain broad organizational relationships.
•Demonstrated ability to think strategically and possess a keen eye toward project management, process and financial considerations.
